Cody Willming is the director of federal budget and policy for The University of Texas System's Office of Governmental Relations. In this role, Cody leads the UT System's federal relations activities in Washington, D.C., serving as the UT System administration's liaison to the U.S. Congress and executive branch. He coordinates with System officials and institution-based federal government teams at each of the thirteen UT institutions to translate the impact of federal policy on the UT System and oversees legislative strategy for Systemwide and multi-institution research initiatives.
​Prior to joining the UT System administration, Cody served as a congressional staffer for over eight years, including service as legislative director for a senior member of the U.S. House Committee on Ways and Means.
Cody graduated from The University of Texas at Dallas with a B.A. in political science and was a Spring 2013 Archer Fellow.
